Historic records suggest the daylight saving time phrase "spring forward, fall back" was first used in a newspaper article.

Daylight saving time came to an end early Thursday morning, Nov. 2, with clocks ‘falling back’ an hour and people across most of the United States getting an extra hour of sleep.

Legislation to make daylight saving time permanent has circulated through Congress for years.
